Conflict over forests and land in Asia is widespread. Competition for land forinvestment” resource extraction” and conservation is becoming more common” andwith it” community–outsider conflict is believed to have increased in both numberand severity. This conflict” which takes place between local actors (communities and indigenous peoples) and external actors (such as Government agencies anddevelopers)” has received considerable attention in the popular press but littleanalytical attention. Debates among scientists” practitioners” and governments onhow to mitigate” manage” and transform this conflict have suffered accordingly. This Issues Paper aims to shed more light on how conflict begins; how it affects actors involved; and how it can be successfully managed.
