Global Women’s Land Rights Protocol

A donor-facing guide to funding the land tenure rights of Indigenous, Afro-descendant, Pastoralist, and Local Community Women

The Global Women’s Land Rights Protocol (WLRP) is a practical guide for donors and funders supporting women’s land tenure rights, particularly those of Indigenous, Afro-descendant, pastoralist, and local community women, who have been historically excluded as land rightsholders.

The protocol supports transparent dialogue between funders and grassroots and civil society organizations, drawing on a scoping review of more than thirty legal instruments, funding landscape reports, and practitioner toolkits; a funder needs assessment with bilateral, philanthropic, and multilateral funders and donor organizations; and engagement with women’s rightsholder organizations to validate findings.

It was revised through stakeholder input, including a feedback workshop in Nairobi on July 23-24, 2026, and remains a living document.

Led by Rights and Resources Initiative (RRI) and the Women’s Land Rights Initiative (WLRI) the protocol seeks to strengthen funder support for women’s land tenure rights (WLTR) equality in land and resource governance and women’s meaningful participation and decision-making. It also provides a pathway to strengthen women’s contributions to climate and conservation efforts through recognition and protection of their land tenure rights.
