Kochi: The state government intends to introduce an Infrastructure Act which will give legal protection to rights (in land acquisition” compensation” rehabilitation etc) related to infrastructure projects.

Winding up the three-day infrastructure conference at the Bolghatty Palace in Kochi on Saturday” PWD Minister V.K. Ibrahim Kunju said that this Act will be framed giving the most benefits to those persons who come forward to give land for infrastructure projects. “The idea came out of the three-day conference. Proposals from the conference will be debated at various levels in the coming days to frame the Act”” he said.

He said that transferable development rights will be given to those who come forward to give land for development purposes. This will be sanctioned in the equivalent piece of land that has been given for developmental projects. The land owner will have the power to transfer the rights” said the minister.

He also mentioned  that an integrated transport system involving road” rail” water and air transport was proposed by the PWD in potential  areas.  The minister also said that the government was doing its best to make roads toll-free. A total of 1″204 kilometres of road will be toll-free” half of which will be built with Asian Development Bank funds.

The minister informed that E. Sreedharan will hand over the Detailed Project Report on the Trivandrum Mono Rail to chief minister Oommen Chandy on December 11.

He said 25 flyovers have been planned across the state by the government and a multi-level transport system too will be introduced. He also said that the pre-fabrication technology used in developed countries will be applied for road building in Kerala.  Infrastructure projects worth Rs 10″700 crore are possible in the state” he said.
