A Forest Peoples Program (FPP) report based on field assessments in Sumatra, Jambi and Lampung, Indonesia, assessing the legal implications of Indonesia?s People?s Forest Plantations (HTR) and the extent to which pilot HTR experiences provide tenurial security and livelihood benefits to local people, was presented in draft form to the Indonesian National Forestry Congress and the World Bank?s Independent Evaluation Group. The report concludes that the current framework for HTR is opaque, enabling corruption and deliberately hampering communities from understanding the licensing process. It further calls for the Ministry of Forestry to create a transparent licensing process, provide adequate information to communities on the benefits and obligations or HTR licenses, require all areas considered for HTR to be clear of land conflicts, and to respect the rights of existing land users. The final report will be available in early 2012.
