Main Reform: refine forestland tenure and create a bond of property rights on forestland and forest over it contracted by each farmer family in collective villages Accompanied Reform: Transferability of forest property Harvest permission of timber forest Mortgage or loan via forest property Ecological compensation for public forest This reform is regarded as the greatest rural reform in China now: covers the whole collective forestland of 166.67 million ha expected to improve livelihoods of 700 million farmers
