Regional Director, Asia, Country and Regional Programs


The Regional Director for Asia is the key instigator in setting the Coalition’s strategy for the Asia Region within a dynamic environment of shifting priorities. The Regional Director should possess flexibility, problem solving and multicultural skills, and maintain effective communication with the Regional Facilitator, RRI management and staff, RRI Partners and Collaborators, and other relevant actors from governments and civil society.


The Regional Director proactively leads the implementation of RRI’s projects and events and ensuring accelerated achievement of RRI goals in the Asia region.   Main responsibilities include leading the annual country and regional planning process to set collective goals, agree on strategies to reach them, and develop concrete plans for action and engagement. The incumbent would also supervise the work of a Regional Facilitator, helping Partners and Collaborators to identify and build new relationships and synergize and optimize their efforts.  The Regional Director conducts this work in collaboration with RRG's Management, RRI Partners and Collaborators, and with the support of the Regional Facilitator who is based in Asia, and the Regional Associate, based in Washington, D.C.

 

The Regional Director also contributes to the global activities and outreach of RRI, and ensures that RRI's global knowledge informs strategic action in Asia. These responsibilities require effective and proactive decision-making to link the engagement and activities in the Africa region to the broader goals and vision and thematic areas agreed to by RRI.

The Regional Director will fulfill these responsibilities through a broad range of technical and administrative duties. This is a full-time position based in Washington DC.


Responsibilities

    1. Program Management and Technical Assistance (55 %):

  • Manage the Asia country and regional Program working closely with the Sr. Director, CRP;

  • Guide the Asia country and regional planning processes for identifying strategic activities towards the RRI objectives as proposed by Partners and Collaborators and as ratified by Partners/Collaborators active in Asia and RRG, building capacity and ensuring effective communication;

  • Provide intellectual leadership and contribute to fostering optimal design and maximizing impact of RRI country and regional programs at country and regional level; ensuring strategic orientation, intervention to reach RRI’s tenure and poverty targets; and strengthening local organizational capacity to advance RRI’s agenda of tenure, policy and market reforms; in the field of tenure rights policies;

  • Work closely with RRI Partners and Collaborators;

  • Guide the preparation of concept notes and contracts against approved activities and manage consultants directly contracted by RRG, including negotiating compensation, TOR development and tracking and review of deliverables;

  • Prepare technical, progress and monitoring and evaluation inputs and reports in accordance with RRI and donor guidelines;

  • Strengthen networks of civil society organizations working on tenure policy reform in Asia with the Regional facilitators, using intimate knowledge of the technical capacities of the organizations and political contexts to build effective learning networks across the region and in priority countries;

  • Contribute in the preparation of financial reports and financial projections related to project implementation.

    2. Staff Management (15 %):

  • Manage and supervise the work of the Regional Associate, overseeing adherence to RRG protocols in monitoring and evaluation, reporting of CRP programs, proper documentation of program activities and narrative contributions;

  • Oversee the work of Asia facilitator(s), closely coordinating assignments and work performed, and assisting the host institution, where appropriate, with the facilitator(s)’ orientation and supervision;

  • Contribute to the recruitment of facilitator(s) as required.

    3. Contribution to Strategic Thinking and Global Programs (25%):

  • Contribute significantly to one or two global programs activities according to professional/personal interest and fit with country-regional program, and other demands of the organization;

  • Contribute with intellectual knowledge to strategic themes of RRI knowledge gathering and strategic analysis, providing strategic and critical comments to analysis/studies produced by Partners and Collaborators;

  • Give presentations on behalf of RRI related to RRI mission and objectives, contribute to publications, and write and contribute to text describing RRI activities and programs in Asia and communications outreach, in multiple languages if appropriate;

  • Oversee the development, management and timely updating of the Asia program content on the RRI website.

    4. Participate in organization wide governance and planning meetings and periodic assessments of RRI progress and performance (5%)


Qualifications

  • A strong background in land tenure reforms, natural resource management or forestry, rural development policies. An advanced degree is required; PhD preferred or a strong mix of academic training and country, field level experience.

  • 10 to 15 years experience working with policy reform processes that deal with rights-based forest conservation, rural development, poverty alleviation, and/or human rights in the relevant region.

  • Demonstrated ability to initiate and coordinate projects without intensive supervision.

  • Demonstrated ability to manage personnel and lead teams.

  • Demonstrated fluency in spoken and written English and a relevant Asian language are required.

  • Strong writing and analytical skills.

  • Ability and confidence to effectively and respectfully facilitate meetings that include a range of diverse participants, from representatives of forest communities to high-ranking government ministers.

  • Respect for different cultural perspectives and approaches toward accomplishing shared goals.

  • Willingness and ability to undertake frequent international travel.

Preferred candidates will have:

  • Extensive knowledge and understanding of the technical capacities of civil society organizations, forest and land agencies in Asia, and similar experiences in other parts of the developing world.

  • Particular experience and understanding of RRI priority regions and countries in Asia: South Asia and Southeast and East Asia, particularly India, Nepal, Indonesia, China, the Pacific Islands and the Mekong Region and knowledge of land and political economy issues in other parts of Asia.

  • Strong interest in advancing the land and forest rights and improving the livelihoods of rural and forest peoples.

  • Strong interest in helping to strengthen capabilities of developing country civil society organizations and leaders

Staff Accountant


Rights and Resources Group is currently seeking a full-charge Staff Accountant as part of our Finance Department.
 
The Staff Accountant is responsible for general ledger accounting for the organization including Accounts Payable, Accounts Receivable, and Fixed Assets, using BlackBaud Financial Edge.  The Accountant is responsible for periodic review and closing processes, and is primarily responsible for coordinating the organization’s external and internal audits.  The Accountant will also contribute to other aspects of financial management of the organization, and serve a vital role in Internal Controls.

The Staff Accountant will systematically be able to focus on detail while maintaining vision of long-term and big-picture goals.   The Accountant will be eager to apply previous experience in the capacity as a full-charge accountant with high-level responsibilities. We seek a motivated individual with the flexibility to work in a highly dynamic environment while ensuring that the responsibilities are fulfilled within established deadlines.  Excellent time management, a collegial and cheerful demeanor, and respectful interaction with individuals of varied cultural and educational backgrounds are essential.

The Staff Accountant will work directly for the Director of Finance and Administration.

This is a full-time position based in Georgetown, Washington, D.C.

Qualifications


•    Minimum three years, and preferably five, relevant professional accounting experience, non-profit experience preferred;
•    Previous full-charge general ledger accounting experience preferred;
•    Experience with cost-center or project-based accounting required;
•    CPA or CMA preferred;
•    Professional experience with and thorough knowledge of Financial Edge strongly preferred
•    Experience with FAR and European aid agency procurement preferred;
•    Ability to interact collaboratively with program staff;
•    Flexibility to embrace a range of duties as organization needs require.

Essential Job Functions


•    Complete responsibility for Accounts Payable, including:
   -    Entry of financial transactions into accounting system (BlackBaud Financial Edge);
   -    Verification that transactions are approved and adequately coded before entry
   -    Ensuring payments under contracts comply with payment terms;
   -    Proper documentation of all transactions maintained in organization’s accounting files;
   -    Processing of accounts payable, issuing checks and initiating electronic funds transfers;
   -    Maintenance of schedule of anticipated payments and receipts, to assist in cashflow management.


•    Primary responsibility for month-end and year-end processes, including:
   -    Depreciation schedule for fixed assets and equipment, review of acquisitions and disposals, and application of depreciation;
   -    Reconciliation of Accounts Payable, Accounts Receivable, and Fixed Asset ledgers to General Ledger;
   -    Reconciliation of petty cash, foreign petty cash, credit card, and employee advance accounts;
   -    Proactive monitoring and reconciliation of Balance Sheet accounts;
   -    Adjustments to restricted net assets.


•    Primary responsibility for the all aspects of preparation for annual external and internal audits and project audits, including preparation of schedules and coordination with auditors, Finance staff, and other staff as appropriate.


•    Contributions to other financial functions of the organization, including:
   -    Ensuring that organization complies with GAAP and best accounting practices;
   -    Preparation of financial reports under the guidance of Director;
   -    Issuing of invoices for non-grant reimbursable expenses and manage related accounts receivable;
   -    Monitoring Accounts Receivable, and alerting Director of Finance of any issues.


•    Serve as part of institution’s system of Internal Controls, fulfilling role to independently review and verify appropriateness of transactions and reconciliations.


•    Identify unusual potential risks to the institution or coalition, and convey those to Management.


•    Contribute to efforts of the Finance and Administration department for the planning, development, training, and implementation of integrated institutional systems, tools, and procedures to achieve greater efficiency and handle the growing complexity of the organization.


•    Other duties as assigned.

Associate, Global Programs


Rights and Resources Initiative (RRI) is currently seeking an Associate to support the Global Programs team to deliver high quality analysis and public events around the world.

RRG needs someone with the flexibility to work independently in a highly dynamic environment while ensuring that the work is completed within established deadlines. Excellent attention to detail, time management skills, and a collegial and cheerful demeanor are essential. This position is ideal for a self-starter who can prioritize competing demands, demonstrate responsibility, and become an integral member of our small and passionate team.


This individual will report directly to the Director of Global Programs.


This is a full-time position (40 hours a week) with a competitive compensation package offered, commensurate with skills and experience.


Responsibilities

1. Administration and Coordination

  •  Provide general administrative and communications support to Global Programs.

  • Monitor and administer contracts, including liaising with collaborators and vendors, RRI’s Finance & Administration Program, tracking deliverables and arranging payments, updating budget.

  • Maintain team and internal calendars.

  • Contribute to ongoing planning of Global Programs activities.

  • Willingly take on other tasks as requested by Global Programs team.

  • Work closely with the Communications and Outreach Manager and the Senior Associate, Networking Support, other colleagues and office interns to support RRI’s mission.

  • Participate in Global Programs and Country and Regional Programs team meetings and provide weekly status updates of ongoing projects.

2. Communications

  • Ensure RRI website www.rightsandresources.org is updated so that it fully represents the events, country programs and networking activities of the Coalition in all applicable languages.

  • Support communications response to requests from RRI Partners and Collaborator, Fellows and RRG staff

3. Event Planning Support

  • Facilitate the planning, logistics, meals, registration, travel and visa arrangements, etc., for RRI-supported major domestic and international events and meetings, in collaboration with RRG staff.

  • Provide administrative support for RRI events, liaise with RRI’s travel agency, collaborators and vendors as needed.

  • Coordinate outreach to participants both prior to and after international and domestic events, workshops and study tours.
  • Maintain close communication with participants to make sure they provide us required information and are fully aware of logistics arrangements.

Essential Qualifications

Successful applicants will possess:


1. Bachelors degree in Social Sciences or comparable field of study highly preferred combined with 2-3 years of relevant professional experience, preferably including major event planning.

    Candidates without a relevant degree should have at least 5 years of relevant professional experience and must have major event planning experience.

2. Exceptional organization and planning skills, with attention to meticulous detail.

3. Ability to prioritize competing demands and projects in both short and long term.

4. Excellent communications skills:

 i. Ability to write clear, concise, and grammatically correct content for outreach and reporting.

 ii.Ability to edit and summarize text written by others, to make complex text more accessible without compromising message and content.

5. Exceptional interpersonal skills, comfortable liaising with diverse array of collaborators from across the globe and ability to sense and convey contextually appropriate tone and style for formal and informal communication to individuals from various cultural backgrounds.

6. Must be fluent in English. Fluency in a second language is preferred, particularly Spanish and/or French..

7. Excellent computer skills and knowledge of Adobe InDesign, and prior experience with web content management systems (such as Convio or Constant Contact).

8. Experience living/working abroad preferred.

Intern - Tenure and Enterprise


Rights and Resources (RRI) seeks an intern to support the Global Programs, with term of employment from May to October 2013. We are looking for a dedicated individual who will take initiative, demonstrate responsibility, and become an integral part of our small and passionate team. 


The Intern will have the opportunity to become closely involved in the programs and function of the coalition, learning about RRI’s work in human rights, forest tenure, poverty alleviation, livelihoods security, and conservation. This is an excellent opportunity for a dedicated and enthusiastic individual to gain experience in the sectors of human rights, development and conservation, while contributing to the development of an international coalition.


The individual will report directly to the Private Sector Analyst and work closely with the Tenure Analyst and other staff.


Professional fluency in French, Spanish or other relevant language is very strongly desired for this position.


This is a part-time, paid internship based in Georgetown, Washington DC.  The position requires 30 hours of work per week, with compensation at a competitive hourly rate based on skills and experience.


Responsibilities


• Provide support in the preparation and coordination of RRI’s 2013 “Flagship Research Publication” which will update and expand data from past RRI methodologies.

• Responsibilities for this project will include managing timeline and project deliverables, interacting with and supporting project researchers, managing data for the project, and drafting communications to the project team.

• Assist in the preparation of RRI’s Strategic Analysis work relating to global investment in agricultural and industrial land acquisitions.

• Responsibilities for this project will include compiling and managing data, drafting communications to stakeholders, drafting reports, and providing general support to the project team and consultants.

• Provide general administrative and events support for the Global Programs team, and willingly undertake other tasks as requested.


Qualifications


• Exceptional and demonstrated writing and research skills,

• Excellent organizational skills and attention to detail,

• Strong communication, and interpersonal skills,

• Professional fluency in French, Spanish, or other relevant language is very strongly desired;

• Strong computer skills (specifically Microsoft Word, Excel, and Access) and internet savvy.

• Some familiarity with basic finance and accounting concepts,

• Knowledge of natural resource tenure and/or financial sector issues preferred,  

• Courteous and professional manner, with respect for other cultures,
