Abstract
Main Reform: • refine forestland tenure and create a bond of property rights on forestland and forest over it • contracted by each farmer family in collective villages Accompanied Reform: • Transferability of forest property • Harvest permission of timber forest • Mortgage or loan via forest property • Ecological compensation for public forest This reform is regarded as the greatest rural reform in China now: • covers the whole collective forestland of 166.67 million ha • expected to improve livelihoods of 700 million farmers
